In a medium bowl, whisk together cocoa powder, maple syrup, vanilla extract, coconut milk and chia seeds. Let mixture sit aside for 15 minutes to let the chia seeds gel. Whisk together again until combined. Cover bowl and place in refrigerator overnight, or a minimum of 4 hours. Garnish with raspberries and chocolate shavings.
